jenrgw Was the Phone in One Hand Ticket in the Other Program Successful?

The yearlong “Phone in One Hand, Ticket in the Other” campaign to end distracted driving is officially over.  The U.S. Department of Transportation provided grants to police in Hartford, CT and Syracuse, NY to see if a program of increased enforcement on distracted driving would be as effective as the famous “click it or ticket” program of increased enforcement was to enforce seatbelt laws.

Between April 2010 and April 2011, the two cities issued 18,600 tickets.  In both cities, the final weekends of increased enforcement resulted in the greatest number of tickets being issued.  Was this because motorists were not getting the message that police were enforcing cell phone bans or was it because police were getting better at spotting drivers who were violating state cell phone laws?

As more data from this campaign is analyzed we may find the answer to that question and to whether this sort of program could work in other communities and help prevent future distracted driving accidents.
