Is it time to ban all cell phone use by drivers?

Last week the National Transportation Safety Board (NTSB) came out with its strongest recommendation yet with regard to distracted driving. The NTSB recommended a ban on all use of phones and electronic devices by drivers except in emergencies. The NTSB recommendation includes a ban on hands free devices.

To date, no state law goes as far as the NTSB recommendation. While the NTSB does not have the authority to enact legislation or regulations, its recommendations typically carry a lot of weight with both state and federal lawmakers. Still, it is unclear whether lawmakers will be willing to go this far.
